San José City Manager Welcomes New Deputy to the City’s Leadership Team
Rob Lloyd’s expertise in technology, creating strong partnerships, and service improvements will help create a more equitable city
SAN JOSE, Calif. (December 13, 2021) – After a nationwide recruitment, City Manager Jennifer Maguire has promoted Rob Lloyd to Deputy City Manager, filling a key position on her City Manager’s Office Leadership Team. Lloyd assumes the role today, December 13, 2021.
“The pandemic has taught us that we must approach difficult challenges with new frameworks that include the use of technology and strong partnerships within the organization as well as the community,” said Maguire. “Rob’s ability to implement technological solutions to better provide services, connect with our community, and enable teams to produce crucial outcomes has earned him deep trust across our organization and with external partners. He will help us deliver on our goals of creating equity and opportunity as we progress through the pandemic recovery and emerge stronger together.”

Lloyd joined the City of San José in 2016 as the Information Technology Department Director/Chief Information Officer (CIO), after leading technology and utility functions for governments in Colorado, Oregon, and Arizona. In San José, he has helped lead the delivery of the City Council’s Smart City Vision; worked with public safety and non-profit partners on the re-imagining of 911-311 services; co-led logistics for the City’s COVID-19 pandemic response; and has helped City departments implement a broad set of solutions to improve service delivery. Over the years, the teams Lloyd has led have earned over 30 national awards in areas of customer engagement, operational excellence, and innovative services. Lloyd has been recognized as ORBIEs CIO of the Year; Silicon Valley Business Journal C-Suite Awards winner; StateScoop City Executive of the Year; National Diversity Council Distinguished CIO; and twice as a Government Technology Magazine Top-25 Doers, Dreamers and Drivers.

I’m grateful to work with our departments and partners to take on the compelling challenges our City Manager and Mayor and City Council have defined. No work is more meaningful than what San José is doing in areas of access to opportunity and partnering to reshape community services,” stated Lloyd.
Deputy City Managers play an important role in the leadership of the City. Each Deputy serves as a key advisor to the City Manager, supporting Maguire in driving City Council priorities, coordinating a portfolio of service areas and departments, carrying out City Council policy direction, and ensuring attainment of service delivery goals. The City Manager and her deputies are also responsible for executing the new City Roadmap — a tool prioritized and approved by the Mayor and City Council to communicate, manage, and measure the City’s priorities and to build trust with and be accountable to the public. Lloyd’s portfolio will include the City’s Transportation and Aviation City Service Area, as well as the Airport, Transportation, and Information Technology departments, among other assignments.
Lloyd lives in south San José. He completed his undergraduate degree at Beloit College in Sociology/Public Administration, earned his Master of Business Administration with emphasis in Information Systems from the University of Colorado, and has professional certificates in Advanced Project Management from Stanford University and Wildlife Management from Colorado State University. He is past President of MIX, the national association of local government technology leaders; co-chairs the Center for Digital Government’s Digital Privacy Council; and serves on the board of a national cybersecurity alliance. From a military family, Lloyd was born in Japan and grew up across more than a dozen states.
